The government of Uttar Pradesh is preparing to launch an insurance based health program in the state, in April 2016. The new program will provide more financial coverage for more of the population and in more facilities than included in the existing Rashtriya Swasthya Bima Yojana (RSBY) program.
ACCESS Health International is providing technical assistance to the government of Uttar Pradesh to prepare for the implementation of the revamped RSBY program. The government of Uttar Pradesh has decided to use the existing RSBY software platform to manage the new program.
ACCESS Health International seeks dynamic, entrepreneurial candidates, based in Lucknow, Uttar Pradesh, with a background in information technology and an interest in healthcare financing in India. The Health Technology Consultant will work primarily with the Healthcare Finance team at ACCESS Health and coordinate with the Primary Healthcare and Quality Improvement practice areas. The Health Technology Consultant will review technology platforms that are used by health financing networks in India and globally. The consultant will determine the needs for the proposed program, including what is needed to integrate the expanded secondary and tertiary care coverage, and strengthen the existing RSBY software platform for better monitoring. Some new software modules and patches will be developed by an external software agency.
The Health Technology Consultant will work closely with the software agency to develop the software for the tertiary care claim management system, software modules to strengthen the monitoring process, data transmission modules and web Management Information System for data analysis and generating various reports. The consultant must also ensure that the developed software is compatible with the existing RSBY enrollment, transaction, kiosk, and District Key Management Authority software.
The Health Technology Consultant will coordinate the activities of the state nodal agency, the software agency, and Gesellschaft für Internationale Zusammenarbeit (GIZ), our technical partner in the project.
The Health Technology Consultant will also support the health technology needs of the Healthcare Finance, Primary Healthcare, and Quality Improvement teams at ACCESS Health.
Qualification and Experience:
MBA or postgraduate degree in technology, finance, or related field.
Over eight to ten years of experience in using technology for healthcare, with an understanding of product development, management of data and information systems, and clinical content.
Strong interest in applying technology solutions to address public health challenges.
Should have a strong academic orientation and be well informed about the latest advances in the field of technology for healthcare, particularly in India.
Sound computer programming skills.
Should be a team player.
Should be self motivated and able to deliver with minimal supervision.
Should be creative and innovative and have excellent communication, organizational, interpersonal skills.
Salary offered will be competitive and commensurate with experience.
Six month contract, with the possibility of extension.
