ACCESS Health International is a not for profit think tank and advisory group with a mission to improve access to high quality and affordable healthcare. The Primary Healthcare Program at ACCESS Health is carried out in close collaboration with governments, development partners, and healthcare providers to improve the delivery, financing, and governance of primary healthcare services. ACCESS Health International seeks dynamic, entrepreneurial candidates with an interest in new approaches to primary healthcare delivery. ACCESS Health is leading the performance monitoring function for a primary healthcare initiative in Uttar Pradesh. The consultant will work as a Technical Manager for this project, and will be a part of the Primary Healthcare team at ACCESS Health.
The Technical Manager for the Primary Healthcare Pilot Program will oversee all performance monitoring functions of the program in close coordination with the Government of Uttar Pradesh and private implementing partners. The specific responsibilities include:
Build and manage a team of technical and field staff, ensuring coordination of roles, continuous capacity building, and achievement of outcomes.
Develop a monitoring framework and oversee its implementation across all aspects of program review, including clinical, financial, quality and process outputs.
Ensure adherence to good clinical practice and quality assurance systems.
Provide oversight on the integration of data management systems between the government and private partners.
Build and manage relationships with senior officials within the Government of Uttar Pradesh and our partners, and represent ACCESS Health International in technical discussions with partners.
Manage partnerships with external organizations to support our work and/or to lead specific studies.
Provide regular updates and reports for internal and external communication and advocacy, including reports to funders.
Explore new partnerships, and support the replication of successful aspects of the performance monitoring function to other geographies and programs.
Qualifications and Experience
Postgraduate degree in Public Health, Public Policy, Management or related field. A medial degree is advantageous.
Minimum twelve years of management experience, preferably in public private partnership programs for health or hospital management.
Knowledge and experience in performance monitoring, designing and using technology driven management information systems, and conducting operations research in the health sector
Proven capability in managing teams and interacting with government policy makers and development partners
Excellent writing, communication and organizational skills
Self motivated, able to lead a diverse team and deliver with minimal supervision
Interest in strengthening health systems and improving access to healthcare for underserved populations.
Prior experience working in Uttar Pradesh
Willingness to travel significantly to the project sites, located in Lakhimpur Kheri and Sitapur districts of Uttar Pradesh
Able to work in a team environment, with strong interpersonal skills, supportive attitude, and the ability to provide mentorship and take feedback from peers when appropriate.
Fluency in written and spoken Hindi and English
Salary will be competitive and commensurate with experience.
The position will be based in Lucknow.
