ACCESS Health is seeking a dynamic and entrepreneurial program manager with experience in the area of health and policy research and, program management. The person leading this work will work in close collaboration with the Department of Health to conduct policy analysis and develop policy recommendations. Individuals with experience working with hospitals and health facilities are encouraged to apply.
The program manager will support all aspects of the program and coordinate with the country director and the rest of the ACCESS Health team in the Philippines. She or he will report directly to the Country Director.
The program manager will lead the project team at ACCESS and be responsible for the overall development, management (financial, administrative, and programmatic), and representation of ACCESS Health’s activities related to policy. This includes, but is not limited to:
Supporting project activities through accurate and detailed communication with the Department of Health.
Conduct a systematic review of the issuance on licensing and other regulations for health facilities and hospitals;
Lead in the consultation with the Health Facilities and Services Regulatory Bureau and the Health Policy Development and Planning Bureau;
Lead in the drafting of an omnibus policy using all administrative orders relevant to licensing and regulations for hospitals and health facilities;
Lead in the identification of existing gaps in the licensing and regulations policies;
Supervise the research associates during the five month engagement for this study;
Lead in the development and writing of all sections in the final report;
Perform tasks relevant to the project, including document review, and consultations and validation workshops with key offices and program managers;
Coordinate all processes and project management with Health Policy Development and Planning Bureau (HPDPB);
Provide technical and administrative support to HPDPB in the conduct of the consultations, meetings, and presentations;
Present project outputs and participate in meetings upon request by HPDPB;
Submit all deliverables/expected output of the project; and
Lead in the development of the publishable format of the final report following the guidelines of an international, peer reviewed publication group.
Qualification and Experience
Master’s degree or higher from an accredited college or university, preferable in Public Health, Management, Research, Public Policy, or a related field.
A minimum of seven years of experience in research and or program management.
Familiarity with policy reviews preferred.
Knowledge of the hospital and health facility sector in the Philippines preferred.
Strong spoken and written English language skills.
