Joint Learning Fund

The Joint Learning Network established the Joint Learning Fund to support the ability of Network members to learn from each other on a range of topics, including expanded coverage, information technology, primary healthcare, provider payment mechanisms, and quality improvement. Member countries use the Joint Learning Fund to support study tours, workshops, and exchange of personnel to learn from universal health coverage reform strategies that have been successful in other countries. The Fund supported specific projects in several countries, some of which are summarized below.

The Fund supported travel of representatives from Ghana to India to learn how health insurance programs in the states of Andhra Pradesh and Delhi use information and communications technology.

The Fund supported several projects in India. It sponsored a gathering of international and national experts to discuss provider payment issues to support the health reforms of the government of Kerala. The Fund organized a workshop in Andhra Pradesh to share experiences on facilities cost. It also sponsored a study tour with the National Institute for Health and Care Excellence in London to learn about the National Health Service standard treatment guidelines and clinical pathways in cancer treatment.

For Indonesia, the Fund sponsored travel of country representatives to the PhilHealth Training Institute in Manila to learn how to integrate local and regional health providers with ongoing efforts to provide universal health coverage. The Fund organized an in country planning workshop to create next steps for the action plan to achieve universal health coverage in Indonesia, to learn from the experiences of other countries, and to identify technical support needs. The Fund sponsored travel of representatives from Indonesia to Thailand to learn how Thailand uses information technology to support universal health coverage.

In Malaysia, the Fund organized a series of workshops to study, design, and develop appropriate provider payment mechanisms. The Fund sponsored travel of representatives to Taiwan to study the National Health Insurance System. The Fund cosponsored the HTAsiaLink Conference to support cross country learning about health technology assessments.

In Vietnam, the Fund organized a series of workshops to support provider payment reforms. The Fund supported travel of representatives to the National Institute for Health and Care Excellence in London to learn about the quality improvement strategies used by the National Health Service.

For Mali, the Fund supported travel of representatives to Ghana to learn about the national health insurance program.

The Joint Learning Fund is supported by the Rockefeller Foundation.
