Regional Director

Chang Liu, PhD, is responsible for our health and aging innovation platforms and leads research and consulting work in the region. Chang has a held teaching positions at Duke-NUS, the National University of Singapore Enterprise, and the Chinese University of Hong Kong. He has authored a number of publications, including the Singapore overview for the International Profiles of Health Care Systems published by The Commonwealth Fund and London School of Economics.

Krishna Reddy

Regional Director, South Asia

Krishna Reddy, MD, is responsible for the overall development, management, and leadership of the activities of ACCESS Health in India. Krishna is a board certified cardiologist with a long and distinguished career, marked by his leadership of the CARE Hospital Group which he helped create. The hospital group is now recognized as the most advanced, complete cardiac care center in the country. The hospitals have become models for patient satisfaction and innovation.

Biswajeet Chatterjee

Chief Finance Officer

Biswajeet Chatterjee has more than thirty years of industry experience including implementation of best practices in finance, corporate governance, merger and acquisitions, business valuation, business restructuring, and change management. Previously, he worked with global businesses including BOC Gases, EI DuPont, Kelly Services and Mother Dairy Group. He is also the author of several books in contemporary business and finance.

Bela Sehgal

Director, Human Resources

Bela Sehgal is responsible for the overall human resources function at ACCESS Health International and is based out of New Delhi. She is a human resources professional with over forty years of experience within the development sector. Bela has worked with both international and national non- government organisations.

Pankaj Gupta

Head, Digital Health

Dr. Pankaj Gupta is responsible for digital health across all programs and activities in India. His responsibilities include the establishment of digital health partnerships with government and the public and private sectors, as well as with research and development organizations. Dr. Gupta has worked for more than two decades in the healthcare and pharmaceutical technology field and has held leadership roles in Asia, the United States, and Canada. For his work, he was awarded the Top 50 Smart Healthcare Leaders Award and the Asia Inc. 500 Pharma Digital Transformation Award.

Maulik Chokshi

Director, Health Systems

Maulik Chokshi drives our health systems work in India and provides technical and programmatic leadership for our policy work. Maulik brings with him two decades worth of health experience. He spent eight highly regarded years with the Public Health Foundation of India, worked as an advisor to the global healthcare information company IMS Health, and consultant to many national and international agencies and development partners. He has worked extensively on policies and capacity building initiatives related to medicine procurement, pricing, immunization, maternal and child health, healthcare financing in an Indian setting.

Himani Sethi

Director, Programs

Himani Sethi leads the health systems capacity building work for ACCESS Health International. Her responsibilities include state engagement, expansion and, establishment of programs and collaborations with governments and external organizations for health systems strengthening. Himani has eighteen years of experience in public health in several high priority Indian states with leading policy making institutions, international foundations and private sector ecosystem.

Arun Nair


Arun B Nair works with the ACCESS Health India team on health financing and systems research. Arun began his career with the National Health Systems Resource Center, New Delhi as a Health Finance Consultant and was involved in technical support for the implementation of health financing programs under the National Rural Health Mission. He later worked with the Institute of Public Health, Bangalore as a faculty member in Health Economics and Financing. He was Deputy Director Research of the State Health Systems Resource Center, Kerala prior to joining the ACCESS Health India team. Currently, he is a member of committee on costing of health services of Government of Kerala.

Tushar Mokashi

Senior Technical Specialist

Tushar Mokashi supports the overall healthcare financing and research work at Access Health International. He was previously associated with the healthcare financing team at National Health Systems Resource Centre, New Delhi for eight years providing continuous technical support on Healthcare Financing issues to the Ministry of Health and Family Welfare, State Departments of Health and Family Welfare, NITI Ayog, Finance Commission, Ministry of Statistics and Program Implementation and other government institutions across the country.

Krishan Bhardwaj

Digital Health Architect

Krishan Bhardwaj works with the ACCESS Health India digital health team and is responsible for our work on the design of an integrated health insurance platform for universal health coverage and developing a health data dictionary and national registries for the India Health domain.

Jitender Sharma

Manager, Finance and Accounts

As Manager, Finance and Accounts, Jitender Sharma is responsible for managing the operations of global finances at ACCESS Health International. He is a finance professional and comes with over eight years of industry experience. He is a qualified chartered accountant. Jitender received his degree from Delhi University.

Shivani Chauhan

Executive Assistant

Shivani Chauhan works with the ACCESS Health International India Team. She manages the facilities and operations of the New Delhi office. She provides assistance to the Country Director and overall India team regarding administration. Previously, she worked in the Hospitality Industry. Shivani has a Bachelor's degree in English Honors from Delhi University.

Uma Aysola

Head, Alliances and Partnerships

Dr. Uma Aysola heads up alliances and partnerships at ACCESS Health India and is responsible for networking and relationship management with key government and corporate sector clients. As part of her role, she engages with state governments, pharmaceutical industries, multinational companies, and technical institutions to mobilize investments and action towards ACCESS Health’s overall vision.

S. Dhananjaya Naidu

Senior Health Financing Specialist

Dr. S. Dhananjaya has joined ACCESS Health International as a Senior Health Financing Specialist for the technical assistance program on National Health Protection Mission. Dr. Dhananjaya is a Bachelor in Dentistry and has over 10 years of experience in medical practices, working with private third party insurance agencies and then with Government. Prior to joining ACCESS Health, He was working as Deputy Director at Suvarna, Arogya Suraksha Trust(SAST) a state health agency implementing Health assurance schemes in Karnataka.

Vineet Prakash

Claims and Risk Management Specialist

Vineet Prakash works with ACCESS Health India’s Capacity Building Team for Pradhan Mantri Jan Arogya Yojna as the Claims and Risk Management Specialist. Before joining ACCESS Health, he worked as the Assistant General Manager - Operations with MDIndia Health Insurance TPA Pvt Ltd. In this role, Vineet was responsible for implementation and ground work for mass health insurance schemes for various states such as Assam and Arunachal Pradesh, team handling, monitoring and field support, hospital empanelment, enrollments and audits, and liaising with state government health departments, vendor management, and fraud and investigation teams.

Anuradha Katyal


Anuradha works is a lead researcher with ACCESS Health India. She brings more than seven years of experience in public health research, implementation support, and knowledge management. Anuradha has worked with experienced teams on conceptualizing and conducting both secondary and primary research, including household surveys, facility assessments, focus group discussions, and qualitative interviews. She has also authored several blogs and opinion pieces.

Prashanthi Krishnakumar


Prashanthi Krishnakumar works on the Public Private Partnerships Project. She also contributes to the India work for the Center for Health Market Innovations. She has an MBA in Healthcare and Hospital Management from the University of Hyderabad as well as a Master’s degree in Bioscience from Sri Sathya Sai Institute of Higher Learning.

Manisha Tripathi

State Lead, Uttar Pradesh

Manisha Tripathi is the State lead for Uttar Pradesh and spearheads all the state level initiatives and projects of Access Health International. Currently she is leading the technical support program to the Government of Uttar Pradesh for the largest Health Insurance Scheme in India "Ayushman Bharat Pradhan Mantri Jan Arogya Yojana". She comes with more than 15 years of experience in the public health sector and has worked in prestigious projects under leading organizations like Population services International, Family health International and Academy for educational Development. Manisha is a communication and capacity building specialist along with expertise in Government liasioning and Networking.

Rajeev Prasad


Rajeev Prasad is working with ACCESS Health India on the Public Financial Management System project for the state of Assam as a technical specialist in public financing. His work will include detailed research into the India National Health Mission Budget planning, implementation, and challenges related to the financial system. Before joining ACCESS Health, Rajeev worked with the International Union Against Tuberculosis and Lung Disease, PATH, and the National Health Mission Finance Division of India’s Ministry of Health and Family Welfare.

Priyanka Pathak


Priyanka is a Consultant at ACCESS Health International and presently part of health system capacity building. She will spearhead the State engagement, coordination and collaboration with State Government and look into operational efficiency in providing technical assistance. She has more than nine years’ experience in UP with six years looking into implementation of mass health insurance policy Rashtriya Swasthya Bima Yojana.

Nikita Srivastava

Medical Specialist

Nikita Srivastava works with ACCESS Health India’s Capacity Building Team as a Medical Specialist to provide advisory and capacity support to the state health agency in the implementation of Pradhan Mantri Jan Arogya Yojna. She has a multicultural background having lived in numerous countries across Asia. Nikita holds a Bachelor’s degree in medicine and surgery from China and a Master’s degree in Public Health from Manipal Academy of Higher Education, Karnataka. She has worked with Deepak Foundation, Uttar Pradesh Technical Support Unit-Lucknow, and in a Clinical Trial with Translational Health Science and Technology Institute, Delhi.

Apoorva Sharma

Jr. Digital Health Specialist

Apoorva Sharma is responsible for the technical implementation, design and solutions for NDHB building blocks based on Microservices Architecture for Digital Health for Access Health India. She will work with technical team to provide technical support to design pilots for the states. She holds a Bachelor's degree in Biomedical Engineering from Maharishi Dayanand University, Rohtak. She has worked with organizations like Meril LIfesciences, Olympus Medicals India, Medtronic Pvt. Ltd. India and Baxter Pvt. Ltd. India.

S. Lakshmi Shanthi


Lakshmi Shanthi manages the compliance and office administration needs for ACCESS Health International and oversees the maintenance and management of facilities, operations, and activities across ACCESS Health programs in seven countries. In addition to her organization wide responsibilities, she provides assistance to the Country Director, India and Global Executive Director. Lakshmi has a Master’s of Science in Biotechnology from the University College for Women, Osmania University in Hyderabad.

Akshita Jain

Executive Accounts

As Accounts Executive at ACCESS Health International, Akshita Jain assists the finance team through operational support of all global finance functions. She has five years of experience as an Accounts Executive from several different organizations. She holds a Master’s degree in commerce from IGNOU University.

Sawan Sharma

Program Assistant

Sawan Sharma is working with the ACCESS Health India team on their health systems strengthening and health policy programs. Prior to joining ACCESS Health, Sawan worked on multiple assignments across the public and private sectors, including projects with donor agencies, international NGOs and government clients such as the World Bank, Niti Aayog, Medtronic, and the UNDP. Sawan is a postgraduate in biotechnology from Guru Gobind Singh Inderprastha University, Delhi.

Aditi Kumari

Digital Health Analyst

Aditi Kumari works as an Analyst in the Department of Digital Health and is responsible for assisting the Digital Health Specialists in various segments of Indian Healthcare across Public Health, Private Health, Hospitals, Health Insurance and Academia. Aditi’s main focus is research, creation of various reports and documentation on Digital Health Standards based building blocks and minimum viable products. Aditi holds a master’s degree in Healthcare Management from International Institute of Health Management Research.

Guneet Kaur

Research Associate

Guneet is a part of the Research and Policy Team at ACCESS Health India, responsible for coordinating action to promote evidence based health systems research In India. Before joining ACCESS Health, Guneet supported NGOs with geriatric research and development in rural Maharashtra. She is a microbiologist with an master’s degree in public health from University College, Dublin.

Harpreet Kaur

Research Associate

Harpreet is primarily involved in the NITI Extension Grant project documenting the private sector's impact on the State Government’s response to COVID-19. Previously she worked on SDG related projects and on community data based on health informatics tool SMAARTTM. Harpreet holds a degree in Master of Public Health from University College Dublin, Ireland. Prior to this, she attained a Post Graduate Diploma in Dietetics and Public Health Nutrition from Lady Irwin College, D.U.

Siddarth Verma

Research Assistant

Siddharth Verma is a part of the research team at ACCESS health. His current role involves supporting the project to develop a microsimulation model which will allow policymakers to assess the impact of the reforms exante. Siddharth holds an Integrated master's in Economics at the Indian Institute of Technology (IIT) Kharagpur and master's in Econometrics and Mathematical Economics at Tilburg University".

Girish Babu Bommakanti

Lead, Health Systems Advisory Services For South Asia

Girish brings twenty years of experience in public health and the private healthcare sector, including multiple senior leadership positions in India, the Middle East, and Africa. In his work with access health, Girish provides strategic oversight to Health System Strengthening projects spanning primary and integrated healthcare, NCDs and mental health, health financing, digital and financial technologies, and quality management systems. He also leads India’s Fintech for Health program, which supports partnerships between health and fintech firms to design fintech products that improve access and affordability of healthcare.

Sejal Mistry leads projects in innovative health financing, digital technology, and aging in Singapore and the broader Southeast Asia region. Sejal has over ten years experience in international health policy, health financing, and HIV/AIDS. Previously, she worked with the South Korean Health Insurance Review and Assessment Service and as a senior health policy and multilateral affairs advisor for the US Government with several agencies including the US State Department, US Health and Human Services, and the US National Institutes of Health.

Adrienne Mendenhall

Director of Business Development, Singapore

Adrienne Mendenhall builds innovative partnerships across public and private sectors that result in new healthcare and aged care models. Adrienne developed the Modern Aging program in Singapore and continues to manage key accounts for the team. Previously, Adrienne worked with the National University of Singapore Saw Swee Hock School of Public Health and, in the US, worked in community health promotion, focusing on reproductive and adolescent health and the prevention and management of noncommunicable chronic diseases.

Valerie Shelly

Project Manager

Valerie is Project Manager at ACCESS Health in Singapore. She manages the secretariat work for Bone Alliance Singapore, assists with research and development projects, and supports the Health Futures communications team. Most recently, she conducted infectious disease and pediatric neurodevelopment research for the National University Health System in Singapore. Valerie holds a Master of Public Health degree from Indiana Wesleyan University.

Ivan Cheng

Assistant Project Manager

Ivan is Assistant Project Manager at ACCESS Health Singapore. He assists the office on key project tasks and stakeholder management, communications, and operational tasks. He joined the team after completing his bachelors at the School of Mechanical and Aerospace Engineering at Nanyang Technological University.

Rajvi Mehta

Finance and Operations Manager

Rajvi is responsible for the ongoing financial management and sustainability of the office, including business continuity of the operations. Prior to joining ACCESS Health, Rajvi worked in a patient safety initiative for the UK National Health Service. She has more than five years of experience working in public healthcare organizations, focusing on the implementation of safety initiatives as a lead data analyst and improving financial management for hospital departments as a management accountant. Rajvi has a bachelor's degree in mathematics from the University of Hertfordshire.

Monica Mittal

Innovation Lead

Dr. Monica Mittal is an Innovation Lead at ACCESS Health Southeast Asia. She manages the Startup Alliance Program and Fintech for Health Project to create solutions for affordability in healthcare. Monica is a medical doctor and MBA by training and an entrepreneur at heart. She has built extensive networks in shealthcare, insurance and start-up ecosystems in Southeast Asia and is passionate about driving last mile impact in health.

A. Vigneswari

Junior Consultant

A. Vigneswari is a Junior Consultant with ACCESS Health Southeast Asia, based in Singapore. She works on the consulting and research projects relevant to health service model transformation, health technology innovations, and health financing innovations. Vigneswari previously worked as a civil servant at the Ministry of Health, Singapore, formulating policies and programs to promote successful aging among seniors in Singapore. Vigneswari has a bachelor’s degree in Science with a double major in Life Sciences and Political Science from the National University of Singapore.

Simeen Mirza

Senior Consultant

Simeen manages consulting and research projects relevant to health service model transformation and innovation in health technology and health financing. Prior to joining, she worked with governments, international development agencies and private firms to provide consulting services spanning growth strategy, financial advisory, and market intelligence. Simeen holds a Post Graduate Diploma in Management from the Indian Institute of Management, Kozhikode and a bachelor's degree in Computer Science from IIIT, Hyderabad in India.

With over 30 years of international sales, customer service and business development experience, Ian Porteous leads the ACCESS Health team in engaging with regionally based stakeholders including multilaterals and governments, academia and non-profit organizations as potential funders, partners and entities of interest for ACCESS Health. Ian’s extensive career prior to joining ACCESS Health includes many senior executive positions within the insurance and financial services sector

Sejal Mistry

Emmanuel Yujuico

Senior Consultant

Emmanuel Yujuico is a senior consultant for ACCESS Health International responsible for conceptualizing and writing grants as well as executing research projects. His work lies at the intersection of management and public policy. His recent projects concern the vertical integration of care, patient flow, and bilateral international health cooperation. He is also a visiting lecturer at the Ateneo de Manila University’s Economics and Leadership & Strategy departments. He holds a Master in International Management from the Thunderbird School of Global Management (University of Arizona) and a doctorate in Political Science from the University of Birmingham (UK).

Lorenzo Miguel Marasigan

Program Manager

Miggy leads key initiatives in the Philippines including projects focused on private sector engagement in TB, Bone Health, and Mental Health. Having over eight years experience working for both private and public sectors driving development and public health programs, he has a strong understanding of health policies and systems with a track record in the areas of program management, policy development and capacity building. He obtained his Bachelor’s degree in Nursing from the University of Santo Tomas and is also a registered nurse. He is finishing his Master’s degree in Health Policy Studies (Health Social Science) at the University of the Philippines Manila.

Ramer Karlo Buot

Program Associate

Karlo is the Program Associate of ACCESS Health Philippines. He assists the organization in business development, particularly in the development of project proposals and project implementation. He is currently engaged in several projects covering the topics of digital health and public health. His areas of interest are planetary health and disaster governance. Aside from his work with ACCESS Health Philippines, Karlo is an experienced community development worker, having been involved in a national social development program under the Department of Social Welfare and Development.

Abegale Escolano

Program Associate

Abe specializes on research and development while assisting in the planning, coordination and execution of projects undertaken by ACCESS Health International Southeast Asia. She is currently involved with projects related to health policy assessment and development in the topics of human resources for health, bone health, and digital health. She has previously worked in community health program implementation, helping vulnerable and disadvantaged communities have access to quality healthcare services. She is a registered Psychometrician who graduated Bachelor of Science in Psychology from the University of the Philippines and is currently taking Master’s in Social Work in the same institution.

William A. Haseltine

Chair and President

William A. Haseltine, PhD, has an active career in science, business, and philanthropy. He is known for his pioneering work on cancer, HIV/AIDS, and genomics. He was a professor at Harvard Medical School and Harvard School of Public Health and founder of its Division of Biochemical Pharmacology and Division of Human Retrovirology. He has founded twelve biotechnology companies, including Human Genome Sciences, and is the author of several books.

Roberto Patarca

Chief Medical Officer

Roberto Patarca, M.D., Ph.D. brings more than 15 years of industry experience in global medical affairs and clinical research. His research has focused on the AIDS virus, microbial replication regulation, adoptive cellular immunotherapy, drug resistance testing, and chronic fatigue syndrome. He served in Advisory Committees to two U.S. Secretaries of Health and Human Services; was elected to the Academy of Sciences of Latin America; worked with the World Health Organization on standardization of cytokine level measurements and has been published widely.

Courtney Biggs

Director of Communications

Courtney Biggs is a writer, editor and communications strategist focused on the international development and healthcare sectors. She has reported on issues of health equity and gender disparities in medicine for national and international publications and has designed communication campaigns for nonprofits and NGOs. She is passionate about using communications for positive social and behavioral change and she holds a Bachelor of Journalism and Masters of Communication.

Josephine Gurch

Senior Communications Associate

Josephine Gurch is a writer and editor. Her most recent work in health communications calls attention to the adverse conditions that impact the health of historically marginalized populations. After splitting her formative years between three continents, she went on to pursue a B.A. in International Relations and Global Studies and write for advocacy groups, newspapers, and magazines. Although her work and research experiences span numerous disciplines and issue areas, she continuously seeks to build narratives that resonate across cultural and geographic boundaries.

Griffin McCombs

Communications Associate

Griffin McCombs has worked in health communications, public policy, and sustainability advocacy in recent years. He earned his B.A. in Government and Sustainability Studies before pursuing a Master's of Public Administration. He has conducted research regarding racial disparities in incarceration, clean water policy in central Texas, and more. His background is broad, yet his commitment to equality and justice in policymaking is honed and uncompromising.

Kolo Rath

Communications Associate

Koloman Rath is a writer and communications associate. He holds a B.A. in Philosophy and Sociology, with a special interest in the way large systems —economic, social, cultural, etc.—  come together to impact our lives at the individual level. This interest extends to health systems; most specifically vis-à-vis their equity and their accessibility. He is characterized by an incessant curiosity and a continuous attention to detail, traits he brings to his work in health communications.
