Chang Liu

Managing Director for Singapore, Mainland China, and Hong Kong

Chang Liu, PhD, is responsible for our health and aging innovation platforms and leads research and consulting work in the region. Chang has a held teaching positions at Duke-NUS, the National University of Singapore Enterprise, and the Chinese University of Hong Kong. He has authored a number of publications, including the Singapore overview for the International Profiles of Health Care Systems published by The Commonwealth Fund and London School of Economics.

Krishna Reddy

Country Director, India

Krishna Reddy, MD, is responsible for the overall development, management, and leadership of the activities of ACCESS Health in India. Krishna is a board certified cardiologist with a long and distinguished career, marked by his leadership of the CARE Hospital Group which he helped create. The hospital group is now recognized as the most advanced, complete cardiac care center in the country. The hospitals have become models for patient satisfaction and innovation.

Biswajeet Chatterjee

Chief Finance Officer

Biswajeet Chatterjee has more than thirty years of industry experience including implementation of best practices in finance, corporate governance, merger and acquisitions, business valuation, business restructuring, and change management. Previously, he worked with global businesses including BOC Gases, EI DuPont, Kelly Services and Mother Dairy Group. He is also the author of several books in contemporary business and finance.

Bela Sehgal

Director, Human Resources

Bela Sehgal is responsible for the overall human resources function at ACCESS Health International and is based out of New Delhi. She is a human resources professional with over forty years of experience within the development sector. Bela has worked with both international and national non- government organisations.

Pankaj Gupta

Head, Digital Health

Dr. Pankaj Gupta is responsible for digital health across all programs and activities in India. His responsibilities include the establishment of digital health partnerships with government and the public and private sectors, as well as with research and development organizations. Dr. Gupta has worked for more than two decades in the healthcare and pharmaceutical technology field and has held leadership roles in Asia, the United States, and Canada. For his work, he was awarded the Top 50 Smart Healthcare Leaders Award and the Asia Inc. 500 Pharma Digital Transformation Award.

Maulik Chokshi

Director, Health Systems

Maulik Chokshi drives our health systems work in India and provides technical and programmatic leadership for our policy work. Maulik brings with him two decades worth of health experience. He spent eight highly regarded years with the Public Health Foundation of India, worked as an advisor to the global healthcare information company IMS Health, and consultant to many national and international agencies and development partners. He has worked extensively on policies and capacity building initiatives related to medicine procurement, pricing, immunization, maternal and child health, healthcare financing in an Indian setting.

Himani Sethi

Lead, Health Systems Capacity Building

Himani Sethi leads the health systems capacity building work for ACCESS Health International. Her responsibilities include state engagement, expansion and, establishment of programs and collaborations with governments and external organizations for health systems strengthening. Himani has eighteen years of experience in public health in several high priority Indian states with leading policy making institutions, international foundations and private sector ecosystem.

Arun Nair

Consultant

Arun B Nair works with the ACCESS Health India team on health financing and systems research. Arun began his career with the National Health Systems Resource Center, New Delhi as a Health Finance Consultant and was involved in technical support for the implementation of health financing programs under the National Rural Health Mission. He later worked with the Institute of Public Health, Bangalore as a faculty member in Health Economics and Financing. He was Deputy Director Research of the State Health Systems Resource Center, Kerala prior to joining the ACCESS Health India team. Currently, he is a member of committee on costing of health services of Government of Kerala.

Tushar Mokashi

Senior Technical Specialist

Tushar Mokashi supports the overall healthcare financing and research work at Access Health International. He was previously associated with the healthcare financing team at National Health Systems Resource Centre, New Delhi for eight years providing continuous technical support on Healthcare Financing issues to the Ministry of Health and Family Welfare, State Departments of Health and Family Welfare, NITI Ayog, Finance Commission, Ministry of Statistics and Program Implementation and other government institutions across the country.

Jaidev Anand

Senior Technical Specialist

Jaidev Singh Anand works on the Health Financing Support Program as Senior Technical Specialist. Jaidev supports the development of a health financing strategy that will meet the needs of government, public, private, and academic partners. Before joining ACCESS Health International, he worked with the Deutsche Gesellschaft für Internationale Zusammenarbeit in Dhaka, Bangladesh.

Krishan Bhardwaj

Digital Health Architect

Krishan Bhardwaj works with the ACCESS Health India digital health team and is responsible for our work on the design of an integrated health insurance platform for universal health coverage and developing a health data dictionary and national registries for the India Health domain.

Priyanka Yadav

Digital Health Specialist

Priyanka is responsible for developing and supporting digital health strategies for ACCESS Health India. She provides technical support for technology enabled initiatives across health domains including provider, payer, governance, and product space. Her responsibility includes providing technical support and implementation of functional design for various technology based components.

Anaita Singh

Senior Digital Health Specialist (Liaison)

Anaita Singh is responsible for managing programs and partnerships forthe Digital Health team in India. She is also working towards building the crossover digital health workforce in India. She also supports work being undertaken as a part of the Insurance and Governance pillars, as well as implementation work being undertaken within states. Anaita has previously worked in strategy, planning and implementation of various small and large scale public health and digital health projects/programs in India and Africa. Within public health, her expertise lies in digital transformation of governance models, strengthening supply chain systems and digital enablement of front-line workers with a strong focus on RMNCH, nutrition, TB and HIV.

Rahul Thakkar

Financial Controller

As Financial Controller, Rahul Thakkar is responsible for overseeing the accounts and finance functions, finalization of books of accounts, compliance with all statutory matters and budgeting at ACCESS Health International. He has over fifteen years of experience in corporate accounts, internal controls, internal audit, budgeting and secretarial compliances.

Jitender Sharma

Manager, Finance and Accounts

As Manager, Finance and Accounts, Jitender Sharma is responsible for managing the operations of global finances at ACCESS Health International. He is a finance professional and comes with over eight years of industry experience. He is a qualified chartered accountant. Jitender received his degree from Delhi University.

Anju Aggarwal

Consultant

Anju is a consultant and presently part of Health System Capacity Building work for ACCESS Health International. She is leading engagement and collaboration with various states to set up scope for technical assistance and capacity building. Anju has 12 years of experience in implementation of health financing and insurance projects in many states across the country. She has worked with central and state governments, international donors and private institutions in public health.

Shivani Chauhan

Executive Assistant

Shivani Chauhan works with the ACCESS Health International India Team. She manages the facilities and operations of the New Delhi office. She provides assistance to the Country Director and overall India team regarding administration. Previously, she worked in the Hospitality Industry. Shivani has a Bachelor's degree in English Honors from Delhi University.

Uma Aysola

Head, Alliances and Partnerships

Dr. Uma Aysola heads up alliances and partnerships at ACCESS Health India and is responsible for networking and relationship management with key government and corporate sector clients. As part of her role, she engages with state governments, pharmaceutical industries, multinational companies, and technical institutions to mobilize investments and action towards ACCESS Health’s overall vision.

S. Dhananjaya Naidu

Senior Health Financing Specialist

Dr. S. Dhananjaya has joined ACCESS Health International as a Senior Health Financing Specialist for the technical assistance program on National Health Protection Mission. Dr. Dhananjaya is a Bachelor in Dentistry and has over 10 years of experience in medical practices, working with private third party insurance agencies and then with Government. Prior to joining ACCESS Health, He was working as Deputy Director at Suvarna, Arogya Suraksha Trust(SAST) a state health agency implementing Health assurance schemes in Karnataka.

Vineet Prakash

Claims and Risk Management Specialist

Vineet Prakash works with ACCESS Health India’s Capacity Building Team for Pradhan Mantri Jan Arogya Yojna as the Claims and Risk Management Specialist. Before joining ACCESS Health, he worked as the Assistant General Manager - Operations with MDIndia Health Insurance TPA Pvt Ltd. In this role, Vineet was responsible for implementation and ground work for mass health insurance schemes for various states such as Assam and Arunachal Pradesh, team handling, monitoring and field support, hospital empanelment, enrollments and audits, and liaising with state government health departments, vendor management, and fraud and investigation teams.

Anuradha Katyal

Consultant

Anuradha works is a lead researcher with ACCESS Health India. She brings more than seven years of experience in public health research, implementation support, and knowledge management. Anuradha has worked with experienced teams on conceptualizing and conducting both secondary and primary research, including household surveys, facility assessments, focus group discussions, and qualitative interviews. She has also authored several blogs and opinion pieces.

Prashanthi Krishnakumar

Consultant

Prashanthi Krishnakumar works on the Public Private Partnerships Project. She also contributes to the India work for the Center for Health Market Innovations. She has an MBA in Healthcare and Hospital Management from the University of Hyderabad as well as a Master’s degree in Bioscience from Sri Sathya Sai Institute of Higher Learning.

Manisha Tripathi

Program Associate

Manisha Tripathi is a consultant on the Primary Care Pilot Program in Uttar Pradesh, helping with the design and development of tender documents and as a tenders liaison to government and private sector partners. Manisha has more than twelve years of experience in public health, having worked in India with both Population Services International and Family Health International 360.

Ved Prakash

Digital Health Specialist (Technical)

Ved is provides technical expertise on design and development of digital health solutions across projects. His work is focused on digital health standards, federated architecture, eObjects, microservices implementation, and designing minimum viable product definitions for health delivery and health insurance information systems. Ved has 12 years of experience that includes architecting various EHR and EMR platforms. He has also worked extensively on development of various Hospital Information Systems, Clinical decision support systems etc and is well versed with interoperability standards like Health Level 7.

Rajeev Prasad

Consultant

Rajeev Prasad is working with ACCESS Health India on the Public Financial Management System project for the state of Assam as a technical specialist in public financing. His work will include detailed research into the India National Health Mission Budget planning, implementation, and challenges related to the financial system. Before joining ACCESS Health, Rajeev worked with the International Union Against Tuberculosis and Lung Disease, PATH, and the National Health Mission Finance Division of India’s Ministry of Health and Family Welfare.

Priyanka Pathak

Consultant

Priyanka is a Consultant at ACCESS Health International and presently part of health system capacity building. She will spearhead the State engagement, coordination and collaboration with State Government and look into operational efficiency in providing technical assistance. She has more than nine years’ experience in UP with six years looking into implementation of mass health insurance policy Rashtriya Swasthya Bima Yojana.

Apoorva Sharma

Jr. Digital Health Specialist

Apoorva Sharma is responsible for the technical implementation, design and solutions for NDHB building blocks based on Microservices Architecture for Digital Health for Access Health India. She will work with technical team to provide technical support to design pilots for the states. She holds a Bachelor's degree in Biomedical Engineering from Maharishi Dayanand University, Rohtak. She has worked with organizations like Meril LIfesciences, Olympus Medicals India, Medtronic Pvt. Ltd. India and Baxter Pvt. Ltd. India.

S. Lakshmi Shanthi

Consultant

Lakshmi Shanthi manages the compliance and office administration needs for ACCESS Health International and oversees the maintenance and management of facilities, operations, and activities across ACCESS Health programs in seven countries. In addition to her organization wide responsibilities, she provides assistance to the Country Director, India and Global Executive Director. Lakshmi has a Master’s of Science in Biotechnology from the University College for Women, Osmania University in Hyderabad.

Akshita Jain

Executive Accounts

As Accounts Executive at ACCESS Health International, Akshita Jain assists the finance team through operational support of all global finance functions. She has five years of experience as an Accounts Executive from several different organizations. She holds a Master’s degree in commerce from IGNOU University.

Kailash Sharma

Senior Executive Accounts

Kailash Sharma is the Senior Executive Accounts of ACCESS Health International. He is responsible for global financing, banking, and accounting. Kailash has over six years of experience in finance. He previous worked with Ajay Aditya and Company, a leading chartered accountant firm in Delhi as Manager, Accounts and Audit. Kailash holds a Bachelor’s degree in Commerce from the University of Delhi and is pursuing a Master’s degree in Finance at Sikkim Manipal University.

Sawan Sharma

Program Assistant

Sawan Sharma is working with the ACCESS Health India team on their health systems strengthening and health policy programs. Prior to joining ACCESS Health, Sawan worked on multiple assignments across the public and private sectors, including projects with donor agencies, international NGOs and government clients such as the World Bank, Niti Aayog, Medtronic, and the UNDP. Sawan is a postgraduate in biotechnology from Guru Gobind Singh Inderprastha University, Delhi.

Valerie Shelly

Project Manager

Valerie is Project Manager at ACCESS Health in Singapore. She manages the secretariat work for Bone Alliance Singapore, assists with research and development projects, and supports the Health Futures communications team. Most recently, she conducted infectious disease and pediatric neurodevelopment research for the National University Health System in Singapore. Valerie holds a Master of Public Health degree from Indiana Wesleyan University.

Sejal Mistry

Country Director, Singapore

Sejal Mistry leads projects in innovative health financing, digital technology, and aging in Singapore and the broader Southeast Asia region. Sejal has over ten years experience in international health policy, health financing, and HIV/AIDS. Previously, she worked with the South Korean Health Insurance Review and Assessment Service and as a senior health policy and multilateral affairs advisor for the US Government with several agencies including the US State Department, US Health and Human Services, and the US National Institutes of Health.

Adrienne Mendenhall

Director of Business Development, Singapore

Adrienne Mendenhall builds innovative partnerships across public and private sectors that result in new healthcare and aged care models. Adrienne developed the Modern Aging program in Singapore and continues to manage key accounts for the team. Previously, Adrienne worked with the National University of Singapore Saw Swee Hock School of Public Health and, in the US, worked in community health promotion, focusing on reproductive and adolescent health and the prevention and management of noncommunicable chronic diseases.

Rajvi Mehta

Consultant

Rajvi is a consultant at ACCESS Health Singapore. Prior to joining, Rajvi worked in a patient safety initiative for the UK National Health Service. She has more than five years of experience working in public healthcare organizations, focusing on the implementation of safety initiatives as a lead data analyst and improving financial management for hospital departments as a management accountant. Rajvi has a bachelor's degree in mathematics from the University of Hertfordshire.

Ivan Cheng

Assistant Project Manager

Ivan is Assistant Project Manager at ACCESS Health Singapore. He assists the office on key project tasks and stakeholder management, communications, and operational tasks. He joined the team after completing his bachelors at the School of Mechanical and Aerospace Engineering at Nanyang Technological University.

Don Lucero-Prisno

Country Director, Philippines

Don Eliseo Lucero-Prisno III, MD, leads our Philippines country program, working closely with both public and private sector partners. He was Associate Professor of Public Health at the Department of Public Health of Xi'an Jiaotong-Liverpool University (XJTLU). He remains a member of the academic faculty of the London School of Hygiene and Tropical Medicine. Don is the Founder and Managing Director of Global Health Focus and is Managing Editor of the BMC Global Health Research and Policy Journal.

Roland Junio

Program Associate

Olan Junio provides technical support and handles the overall coordination, and administrative work in both local and global initiatives led by ACCESS Health Philippines. He is currently working on projects about child health, child protection, and human resource for health. He has a degree in Public Administration at the University of the Philippines Diliman and is currently specializing on Urban and Regional Planning in the same academic institution. Outside work and academics, he actively participates as a ministry member at his local church.

Danika Bardelosa

Program Manager

Danika Bardelosa, a public health researcher for four years, is mainly involved in project development and management at ACCESS Health International Philippines. She performs middle managerial roles on technical and administrative aspects of research projects implemented by the organization. Such refers to spearheading and strategizing of the project conceptualization and implementation; supervision of the data collection, processing and analysis; development of technical reports and publishable materials for dissemination; and engagement with our project partners, i.e., funding agencies, local government officials, private sector, among others. Beyond work hours, Danika loves to spend her past time outdoors with her dogs, or at home learning different forms of exercise, yoga and meditation.

Emmanuel Yujuico

Senior Consultant

Emmanuel Yujuico is a senior consultant for ACCESS Health International responsible for conceptualizing and writing grants as well as executing research projects. His work lies at the intersection of management and public policy. His recent projects concern the vertical integration of care, patient flow, and bilateral international health cooperation. He is also a visiting lecturer at the Ateneo de Manila University’s Economics and Leadership & Strategy departments. He holds a Master in International Management from the Thunderbird School of Global Management (University of Arizona) and a doctorate in Political Science from the University of Birmingham (UK).

Arianne Zamora

Project Development Officer

Arianne is focused on program development for ACCESS Health in the Philippines. She is a public health professional with extensive experience in managing health systems research for the national government. She was a health policy fellow at the Department of Health providing technical assistance for the PPP for Health Program. Arianne holds a Master’s in Public Health from the University of the Philippines and a Master of Science in Epidemiology from the University of Antwerp. Her research interests include maritime health, mental health, and social epidemiology.

Miguel Marasigan

Program Manager

Miggy joins ACCESS Health as its Program Manager. He has collective experience working for private, non-profit and government institutions with a strong understanding of health policies and systems. He has a proven track record in the areas of program management, policy development and capacity building. He obtained his Bachelor’s degree in Nursing from the University of Santo Tomas and a registered nurse. He is finishing his Master of Arts degree in Health Policy Studies (Health Social Science) from the University of the Philippines Manila.

Lee Balmaceda

Program Coordinator

Lee Balmaceda is a program coordinator of ACCESS Health and is the designated project lead for the Global Access to Surgery project. He graduated from Ateneo de Manila University in 2019, with a major in AB Development Studies and a minor in Health and Development. Having a degree in AB Development Studies, Lee is experienced in valuable research and project management skills such as conducting interviews, going on fieldwork, coordinating with stakeholders, immersing and coordinating with the partner community, etc. As the lead for the Global Access to Surgery project, he is in charge or coordinating with the World Surgical Foundation, to ensure that ACCESS health can deliver the outputs needed by the World Surgical Foundation.

Karolyn Yogyog

Program Coordinator

Karolyn Rae or Kaelyn is the Program Coordinator and concurrent Communications Officer of ACCESS Health International, Philippine office. She holds the degree of Bachelor of Science in Health Sciences with a double minor in Sociology and Development Management from the Ateneo De Manila University. Kaelyn’s advocacy and active interest in projects involving Universal Health Care Law is reflective of her healthy and sporty lifestyle. Apart from work, she volunteers as a Technical Staff in Arnis (Philippine National Sport and Martial Art) related events and is an Arnis athlete herself. She is an advocate for the sport itself, as well as for Mental Health (particularly for the military) and accessible healthcare for Indigenous Peoples.

Karlo Buot

Program Coordinator

Karlo is the Program Coordinator of ACCESS Health Philippines. He assists the organization in business development, particularly through development of proposal for grant bidding and application. He also handles several projects of the organization on climate change, ageing, and disability. He’s an experienced community development worker for three years in the Department of Social Welfare and Development. A graduate from the University of the Philippines Los Baños with the degree of Bachelor of Science in Human Ecology major in Human Settlements Planning, he is currently pursuing a Master of Science degree in Development Management and Governance specializing in Local Governance. He is an active volunteer for rehabilitation efforts and animal welfare concerns.

William A. Haseltine

Chair and President

William A. Haseltine, PhD, has an active career in science, business, and philanthropy. He is known for his pioneering work on cancer, HIV/AIDS, and genomics. He was a professor at Harvard Medical School and Harvard School of Public Health and founder of its Division of Biochemical Pharmacology and Division of Human Retrovirology. He has founded twelve biotechnology companies, including Human Genome Sciences, and is the author of several books.

Anna Dirksen

Director, Communications

Anna Dirksen has led communications and outreach strategies with numerous multinational organizations and international nonprofits, including at the United Nations Institute for the Advanced Study of Sustainability in Japan, the UN Department of Peacekeeping Operations in the Democratic Republic of Congo, and at the UN Secretariat in New York. She also served as Vice President at Corkery Unlimited, one of the leading strategic consulting firms specializing in health and medical communications, and Deputy Director of Communications for the global health organization Population Services International.

Josephine Gurch

Communications Associate

Josephine Gurch is a writer and editor. Her most recent work in health communications calls attention to the adverse conditions that impact the health of historically marginalized populations. After splitting her formative years between three continents, she went on to pursue a B.A. in International Relations and Global Studies and write for advocacy groups, newspapers, and magazines. Although her work and research experiences span numerous disciplines and issue areas, she continuously seeks to build narratives that resonate across cultural and geographic boundaries.

Jeanice Parker

Executive and Administrative Assistant

Jeanice Parker is the Executive and Administrative Assistant in the New York Office of ACCESS Health International. She is responsible for all central office issues, including finance and U.S. compliance. Jeanice is dedicated to formulating leadership tactics, ensuring a productive workspace. Prior to ACCESS Health, she was the Executive Grants and Operations Assistant at Jessie Smith Noyes Foundation, one of the earliest foundations who support people-powered organizations participating in the intersecting movements across the U.S.
