As diabetes rates continue to rise and populations age, retinal diseases are emerging as a significant public health challenge. Left undetected or untreated, these conditions can lead to avoidable vision loss and blindness, affecting quality of life, productivity, and overall well-being. Addressing this growing burden requires not only advances in clinical care but also stronger systems that ensure timely diagnosis, affordable treatment, and sustained patient support.
To advance these conversations, ACCESS Health International, in partnership with Aravind Eye Care System, convened the second expert consultation workshop in Chennai on “Seeing the Future: Strengthening Retinal Care Access and Financing in Tamil Nadu.” The workshop brought together a diverse group of stakeholders, including government officials, clinicians, researchers, patient advocates, and industry representatives, to explore opportunities for building a more integrated and sustainable retinal care ecosystem in the state.
The discussions focused on key challenges and opportunities across the continuum of retinal care. Participants examined the potential of innovations such as AI-assisted screening and teleophthalmology to improve early detection and expand access to specialist services, particularly in underserved areas. Equally important were conversations on financing mechanisms that can support long-term management of chronic retinal diseases, ensuring that patients are able to access and adhere to treatment without facing significant financial barriers.
A central theme that emerged throughout the workshop was the need to move beyond episodic care models toward coordinated systems that prioritize prevention, early diagnosis, continuity of care, patient adherence, and affordable access to treatment. Participants emphasized that preventing avoidable blindness requires stronger linkages between screening, referral, treatment, and follow-up services, supported by policies and financing frameworks that place patients at the center of care.
The workshop opened with remarks from Dr. Kim Ramasamy, Chief Medical Officer, Aravind Eye Hospital, who highlighted the importance of collaborative action to address the growing burden of retinal disease. Dr. V. Mohan, Chairman and Chief Diabetologist, Dr. Mohan’s Diabetes Specialities Centre, shared insights on emerging evidence and current challenges at the intersection of diabetes and retinal health. The discussions were further enriched by the participation of Dr. S.V. Chandrakumar, Joint Director, Tamil Nadu State Blindness Control Society, who provided valuable perspectives on state priorities and policy considerations.
The consultation also benefited from the contributions of a distinguished panel of experts from across the retinal care ecosystem, including clinicians, public health leaders, researchers, and patient advocates. Their diverse perspectives helped shape a constructive dialogue on practical solutions that can strengthen retinal care delivery and financing in Tamil Nadu.
