Safe Care, Saving Lives

ACCESS Health is working with the Aarogyasri Health Care Trust in the states of Andhra Pradesh and Telangana to establish and implement a quality improvement program for improved newborn survival. ACCESS Health helps both public and private hospitals improve their processes and the quality of care they deliver. Our work also contributes to strategies that improve outcomes for newborns.

About twenty five million children were born in India in 2012. Of these, about eight hundred thousand died within their first month, the largest share of neonatal deaths globally. Neonatal mortality in Andhra Pradesh and Telangana is higher than those of other south Indian states. According to 2012 statistics, the neonatal mortality rate in the Andhra Pradesh and Telangana region was twenty seven per one thousand live births, compared to seven per one thousand live births in Kerala, fifteen in Tamil Nadu, and twenty three in Karnataka.

Building on the experience of our neonatal work in India and the Indian Neonatal Collaborative, ACCESS Health has initiated a four year project in partnership with the Aarogyasri Health Care Trust. Safe Care, Saving Lives will identify and craft strategies to address local causes of neonatal and perinatal morbidity and mortality. The project brings together local, national, and international clinical and quality improvement experts. It trains clinical and administrative teams to help build capacity for  incremental quality improvement experiments at the participating hospitals. The objective is to make better use of the states’ resources to facilitate wide adoption of improvements.

Safe Care, Saving Lives has four main aims:

To establish a quality collaborative across all Aarogyasri network healthcare facilities that provide newborn care services.

To identify the leading causes of morbidity and mortality in the labor and neonatal intensive care units of Aarogyasri network healthcare facilities and to implement strategies to tackle these causes.

To improve the quality of obstetric and newborn care services provided in Aarogyasri network healthcare facilities.

To reduce costs by decreasing perinatal and neonatal morbidity and mortality by twenty five precent over four years in Aarogyasri network healthcare facilities.

In addition to the initial collaborative in Andhra Pradesh and Telangana, the project team will work to expand the quality collaborative to other parts of the country. One pathway to expand this quality improvement work is through health financing platforms. Safe Care, Saving Lives will also create evidence that can be used to influence local and global policy in neonatal care.
