ACCESS Health gets Recognized by UN ESCAP: Advancing Digital Public Services for SMEs

ACCESS Health International has been specially acknowledged in the newly released working paper Digital Maturity Framework on Digital Public Services for Small and Medium-Sized Enterprises (2026) – a key policy product from the United Nations Economic and Social Commission for Asia and the Pacific. 

This influential framework offers governments a structured, evidence-based pathway to assess and accelerate digital public services (DPS) tailored to the needs of SMEs –  a critical engine of economic growth, employment, resilience, and innovation. 

SMEs increasingly depend on government digital services for business registration, licensing, compliance, access to finance, and market entry, yet many still face fragmented portals, inconsistent interoperability, and limited digital capability in both service delivery and uptake. The DMF helps governments understand these gaps and prioritize interventions that:

  • improve service accessibility and usability for SMEs
  • strengthen digital infrastructure and administrative capacity
  • enhance trust and interoperability through mechanisms like the DBC
  • align national digitalization strategies with broader goals under the Asia-Pacific Information Superhighway (APIS) Action Plan 2022–2026
