ACCESS Health International, under the Global Learning Collaborative for Health Systems Resilience (GLC4HSR), has published a scoping review titled “A Scoping Review of Health Systems Resilience Assessment Frameworks” in PLOS Global Public Health”. Co-authored by Sushma Marita Dsouza, Dr. Shrikant Kalaskar, Dr. Mehnaz Kabeer, Latika Rewaria, Dr. N. Krishna Reddy, Maulik Chokshi, and former members Anuradha Katyal and Sreemeena Satyanarayana, the study highlights the critical importance of resilient health systems, particularly in light of the COVID-19 pandemic.
The review evaluates existing frameworks designed to measure resilience in health systems, focusing on their ability to guide responses to crises such as epidemics and natural disasters. The findings emphasize the need for a robust, well-defined framework that accounts for local contexts, resource availability, governance, and global collaboration, ensuring health systems can adapt and respond effectively to crises.
A key outcome of this review is the Health Systems Resilience Assessment (HSRA) tool, developed by the GLC4HSR Secretariat at ACCESS Health International. This tool provides a structured framework to assess resilience across various regions and contexts, integrating critical components such as governance, financing, human resources, and service delivery. It aims to help policymakers and healthcare providers identify gaps and optimize responses during crises, marking an important step towards stronger, more adaptable health systems worldwide.
