GLC4HSR Annual Conclave 2026: Themes and Priorities for Deployable Health Systems Resilience

With the GLC4HSR Annual Conclave 2026 on the horizon, ACCESS Health International, serving as the Secretariat of the Global Learning Collaborative for Health Systems Resilience (GLC4HSR), is excited to share the themes and priorities guiding this year’s programme.

The Annual Conclave has emerged as a trusted platform for sustained dialogue among policymakers, researchers, implementers, and system leaders navigating an increasingly complex global health landscape. The 2026 edition builds on this foundation by focusing on how health systems translate resilience thinking into concrete policy choices, institutional arrangements, and operational action.

The first day of the Conclave will focus on system-level levers that determine how health systems prepare for and respond to large-scale shocks, including:

  • How evolving global and regional frameworks for health emergencies are shaping national governance and accountability arrangements.
  • How service provisioning models influence patient outcomes across different contexts.
  • Approaches to structuring purchasing and contracting decisions to incentivise quality, efficiency, and better health outcomes.
  • Lessons from strengthening health supply chains to ensure continuity, flexibility, and reliability during periods of stress and disruption.

The second day will shift attention toward the capabilities required to sustain resilience over time, with discussions examining:

  • The use of digital tools and health information systems to support learning, implementation, and adaptive decision-making.
  • Emerging competency requirements for the health workforce, and how education and training systems can evolve accordingly.
  • Financing approaches suited to resource-constrained settings, with a focus on long-term system sustainability.
  • The role of communities as active partners in shaping resilient, responsive health systems at the local level.

Across both days, the Conclave is designed to prioritise real-world experience and peer learning, creating space for candid reflection on what has worked, what has not, and why. Through case-based discussions, interactive sessions, and cross-country exchanges, the Conclave aims to generate insights that extend beyond the event and inform ongoing collaboration within the GLC4HSR network.
