Crafting India's Health Reform Roadmap

This ambitious project focused on crafting theme papers to explore viable health system reform options in India. Spearheaded by NITI Aayog, with support from the Bill & Melinda Gates Foundation, the project enlisted a global team of experts to provide insights on critical areas such as health financing, service delivery, and digital health. ACCESS Health South Asia played a crucial role in gathering national and sub-national data, co-authoring papers, and leading discussions with policymakers and health system stakeholders. These efforts were consolidated into the book “Health Systems for a New India- Building Blocks,” released during the Development Dialogue Series in 2019.

Key Methodology

A Multifaceted Research Approach to Health Systems Reform

ACCESS Health International was commissioned to conduct and coordinate research activities in collaboration with international and Indian researchers and other domestic stakeholders. This exercise was executed over a period of 18 months. We conducted both secondary and primary research to understand the challenges and solutions for health systems in India. The project employed a mixed-methodology approach, integrating both qualitative and quantitative research. This involved gathering national and sub-national data from diverse stakeholders, including government agencies, healthcare providers, and civil society. Researchers conducted comprehensive studies on key health system issues, such as health financing, digital health integration, and service delivery models. The findings were then synthesized into reform recommendations, which were presented to policymakers through consultations and expert discussions.

Health System Gaps

The research identified key gaps in health financing and service provision, particularly in the areas of resource allocation and healthcare access across rural and urban regions.

Digital Health Integration

Digital health solutions were highlighted as a critical enabler for improving service delivery, but challenges remained in terms of infrastructure and policy readiness.

Policy Influence

The “Health Systems for a New India – Building Blocks” book, published jointly with NITI Aayog, as a result of this initiative, served as a major resource for informing national and state-level policy discussions on health systems reform.
