Transforming Health Financing with Rajasthan’s First Health Accounts Initiative

Health accounts are a critical area of health systems strengthening and an essential step towards achieving universal health coverage. They help monitor spending, provide insights from past expenditures, and enable administrators to improve planning and resource allocation within the health system, thereby increasing efficiency and accountability.  Insights from health accounts are crucial for assessing the impact of current policies, informing future resource allocation and expenditure decisions, reducing inequalities, and protecting people from catastrophic health expenditures.

The WHO Country Office for India has collaborated with the Government of Rajasthan to implement this first round of health accounts, marking a significant step towards institutionalizing processes and budgetary allocations for a more resilient and equitable health system in the state. ACCESS Health is providing research and technical support to this exercise as a knowledge partner.

Program Objectives

Focusing on building robust health systems, this program leverages data-driven insights to improve planning, resource allocation, and policymaking in Rajasthan's healthcare sector.

To provide a detailed analysis of health expenditure in Rajasthan for the Financial Year 2021-22 using data from six primary surveys

To support evidence-based policymaking and strategic resource allocation in the state’s health sector.

To strengthen the capacity of the SHA cell in Rajasthan, ensuring sustainable and effective health system planning and policy development.

To increase overall awareness and understanding of State Health Accounts among stakeholders in Rajasthan through orientation sessions and training.

Key Interventions

  1. Conduct training sessions for the SHA cell on the System of Health Accounts 2011 methodology and the Health Accounts Production Tool.
  2. Conduct and coordinate field surveys, including household Out-of-Pocket Expenditure (OOPE) surveys, to collect necessary data for health accounts.
  3. Assess the status of the free drugs and diagnostic scheme in Rajasthan and its implications on health expenditure and consumption patterns.
  4. Perform detailed mapping of primary and secondary data sources to generate accurate health accounts for the most recently available financial year in Rajasthan.
  5. Increase awareness and engage stakeholders through orientation sessions on the importance and methodology of health accounts.
