Key Methodology

Rapid Assessment of Insurance Ecosystems

The study involved a rapid assessment of current policies and innovative financing mechanisms, supported by global case studies and primary research.

Key Findings

Challenges

  1. Balancing Act: Achieving UHC requires a delicate balance between access, coverage, and cost.
  2. Fiscal Commitment: Sustaining UHC necessitates ongoing fiscal commitments.
  3. Noncommunicable Disease Burden: The growing burden of noncommunicable diseases poses a significant threat to UHC progress.

Role of Private Health Insurance

  1. Important Mechanism: Private health insurance (PHI) can play a vital role in supporting UHC in low- and middle-income countries.
  2. Innovation and Enabling Policies: Creating an insurance innovation ecosystem through enabling policies is crucial for maximizing PHI’s potential.

Insurance Innovation Models

Seven Models: The research identified seven distinct insurance innovation models that can contribute to UHC in ASEAN:

  1. Sustaining National UHC Schemes: Supporting existing national health insurance programs.
  2. Addressing Noncommunicable Diseases: Addressing the significant burden of noncommunicable diseases.
  3. Reinforcing Disease Prevention and Wellness Strategies: Promoting preventive care and wellness initiatives.
